The 2017 China-ASEAN Seminar on Science and Technology Innovation for Typhoon Response Held in Nanning, Guangxi

On September 14, the 2017 “China-ASEAN Seminar on Science and Technology Innovation for Typhoon Response” co-hosted by National Disaster Reduction Center of China, Ministry of Civil Affairs of China (NDRCC) and the Department of Civil Affairs of Guangxi Zhuang Autonomous Region was held in Nanning, Guangxi. At the seminar, representatives from ASEAN countries, ASEAN Secretariat, World Food Program (WFP), and other international or regional organizations made in-depth discussions with Board of Experts of China National Commission for Disaster Reduction, Insurance Society of China, and scholars from Beijing Normal University. Mr. Pang Chenmin, Director General of Department of Disaster Relief, Ministry of Civil Affairs of China, Mr. Han Yuanli, Director General, Department of Civil Affairs of Guangxi Zhuang Autonomous Region of China, Mr. Tan Shufu, the Economic and Commercial Counselor of Mission of China to ASEAN, Mr. YIN Khunphoy, Deputy Secretary-General of National Committee for Disaster Management of Cambodia, and Mr. Chandra Satriadi PUTRA, Senior Officer of the ASEAN Secretariat attended and addressed the opening ceremony.
Following the 2016 “China-ASEAN Seminar on Science and Technology Innovation for Typhoon Response”, China hosted the high-level forum on disaster risk management once again within the framework of China-ASEAN Expo. The seminar conducted in-depth dialogue on hot-spot DRR issues such as the implementation of Sendai Framework for Disaster Risk Reduction 2015-2030, improvement of science and technology support for disaster risk reduction, and the enhancement of disaster risk transferring capacity.
Mr. Pang Chenmin pointed out that China and ASEAN have made new achievements in the cooperation of disaster prevention, reduction and relief in recent years. With the increasing global climate change and raising disaster risks in Southeast Asia, non-traditional security threats such as natural disasters in the Asian-Pacific region are increasingly complicated and diversified, especially for the increased typhoon frequency and intensity this year, which has caused serious impact to regional socio-economic development and people’s production and living activities.
Therefore, it’s of great significance to strengthen the cooperation in disaster management between China and ASEAN countries, to improve the risk governance capacity against typhoon disaster in this region, and ensure the comprehensive, coordinated and sustained development of the economy and society. China is willing to take the opportunity of the 15th anniversary of China-ASEAN strategic partnership in 2018 to push forward China-ASEAN cooperation in the field of disaster prevention, reduction and relief, in order to make our contribution to reducing disaster losses and implementing the 2030 Agenda for Sustainable Development in a more effective way.
During the conference, the delegates also visited Yongjiang River in Nanning city to observe the community-based comprehensive emergency rescue exercise, which helps to better understand the capacity of civil society organizations of Guangxi in disaster emergency rescue, technical support and equipment.
Mr. Yang Siquan, Chief Engineer of National Disaster Reduction Center of China, Ministry of Civil Affairs of China, and Mr. Wei Lixing, Deputy Director General of Department of Civil Affairs of Guangxi Zhuang Autonomous Region also took part in the relevant activities during the seminar.
